I have a playstation disk I want to copy. Is it possible to use a CD-R disk on a P.C. using Nero 6.1?

Yes and no. Playstation disks have a built in "bad sector" that cannot be dupilcated... it's literally an intentional bad sector on the physical disk. Playstation recognizes the bad sector and will only play a game loaded off a disk with that bad sector. It is possible to copy the disk and use it as a backup, but it involves having the original disk (or similar disk) and swapping the original disk out at the correct moment and replacing it with the copy to get it to play. sometimes additional hardware is required. Not really worth it.

you can copy it but you wont be able to play it without an unmodified playstation.
